Yes. Iran passport holders can enter Iraq visa-free for up to 30 days. No visa application is required.

Travel documents must be valid for at least 6 months upon arrival.
Passports and/or passport replacing documents of all visitors that travel to Baghdad (BGW) or Basra (BSR) must contain at least 2 unused visa pages for entry and exit visas.

Passengers who reside abroad must obtain the Iraqi visa in their country of residence and must present their residence permit to enter Iraq.

Letters signed and stamped issued by the Ministry of Interior of Iraq to passengers that arrive at Baghdad (BGW), Basra (BSR) or Najaf (NJF) must be forwarded to the airline's station manager in order to receive an OK TO BOARD from the immigration.
Sticker visas inside the passport have to be checked by Najaf (NJF) station in order to obtain an OK TO BOARD from the immigration.
