Yes. Nepal passport holders can enter India visa-free. No visa application is required.

Passport
Travel documents must be valid for the duration of stay.
Passengers using their e-visa for the first time must have a passport valid for a minimum of 6 months from the arrival date.
Passengers with an Overseas Citizen of India (OCI) card must apply for a new Overseas Citizen of India (OCI) card ONLY ONCE when they obtain a new passport after turning 20 years old.
They do not need to present their old passport with the new OCI card during check-in.
Visa
Nationals of Nepal do not need a visa if they do not arrive from and have not transited through China (People's Rep.), Hong Kong (SAR China), Macao (SAR China) or Pakistan.
Indian visa stickers have no seal/signature from the issuing authority.
Other Requirements
Foreigners, including Overseas Citizen of India (OCI) card holders, are advised to submit the E-arrival Card at most 72 hours before arrival at https://indianvisaonline.gov.in/earrival/ or via the “Indian Visa SuSwagatam” Mobile App.
Passengers who have not completed the form in advance can also complete it upon arrival.
India does not permit dual nationality for nationals of India.
